The Memphis City Council delayed voting again on a proposed data center moratorium after Tuesday’s meeting descended into shouting and physical confrontations. Council members said five related ordinances had been introduced, and a working session was scheduled to examine the details before the council reconvenes.

Council members JB Smiley, Yulonda Cooper and Janee Kauai were among those discussing the tensions and the public reaction. Cooper was removed from the meeting after arguing with protesters, while more than 200 people gathered in the City Hall lobby to criticize the council’s lack of action. The moratorium would halt new data centers and expansions of existing facilities, but council members cautioned that it would not resolve every concern surrounding the industry.
