Cleveland's City Council Utilities Committee has advanced a three-month moratorium on new data center development and expansions, following a two-hour hearing. The full council is expected to vote on the legislation at its July 15 meeting. The pause is intended to provide City Hall with time to develop comprehensive zoning rules and evaluate data center projects based on factors such as size and environmental impact.

Utilities Committee Chairman Brian Kazy clarified that the city is not issuing an outright rejection of data centers but rather seeking to establish proper management and evaluation frameworks. The proposed moratorium was shortened from an initial proposal that would have extended until May 2027. This temporary halt will also apply to existing data center expansions but excludes companies maintaining in-house data centers, with an option for extension or an earlier termination upon the passage of new regulations.
