Data center projects in Pennsylvania, particularly in the Susquehanna Valley, have become a contentious issue in the state's gubernatorial race due to their environmental and community impacts.
Governor Josh Shapiro recently unveiled "GRID" standards for data center projects, a voluntary initiative offering tax incentives and expedited regulatory approval to developers who commit to generating, procuring, or buying their own power, meeting transparency requirements, and signing community benefit agreements. This proposal aims to mitigate the burden on existing infrastructure and local resources.
In contrast, State Treasurer Stacy Garrity, Shapiro's Republican opponent, has advocated for an immediate moratorium on hyperscale data center projects. Garrity believes that lawmakers should intervene to establish robust standards to safeguard local communities from the potential negative effects of these developments.
Berwood Yost, a political expert at Franklin & Marshall College, notes that the issue resonates with voters, primarily due to concerns about rising electricity costs and broader quality-of-life impacts associated with large-scale data center expansion. Shapiro has urged the state legislature to enact his proposed GRID standards into Pennsylvania law, while Garrity continues to push for a development pause.
