Laredo Mayor Dr. Victor Trevino publicly committed to opposing data center development in the city during his time in office, citing critical water shortages. His declaration followed a lengthy town hall meeting on August 11, 2026, where residents voiced overwhelming concerns regarding data centers' high water and electricity consumption, environmental impact, and potential job creation.
City Manager Joseph Neeb clarified that no formal data center applications have been submitted. He noted that Laredo's current Land Development Code does not explicitly permit such facilities, prompting city staff to develop new regulations within 90-120 days. First Assistant City Attorney Joaquin Rodriguez advised against an outright ban, warning it could expose the city to litigation, and suggested that established regulations would offer stronger legal protection.
Transparency issues arose as residents questioned Neeb about preliminary discussions with developers; Neeb confirmed speculative conversations but no formal proposals. The city plans to launch a public survey by August 14 to gather further community input, ensuring resident opinions are incorporated into the forthcoming regulatory framework.
