Shelby County Commissioner Henri Brooks and the Memphis Community Against Pollution held a town hall at First Baptist Church on Broad in Memphis to discuss a proposed temporary ban on new data center developments. The moratorium would apply to unincorporated areas of Shelby County outside Memphis city limits.

Shelby County commissioners narrowly advanced the proposal, with Brooks saying the county should establish rules proactively even though no data centers are currently planned in the affected areas. The Greater Memphis Chamber opposes the moratorium, arguing that Memphis is well positioned to lead in digital infrastructure and that a ban could undermine that advantage.
