The City of Rocky Top, Tennessee, is taking proactive steps to regulate the development of future AI data centers within its limits. On its first reading, the City Council passed a Zoning Ordinance that would confine any new AI data centers to M-1 Industrial Districts. According to Rocky Top City Manager Mike Ellis, if the proposal is fully adopted, data centers would only be permitted in M-1 zones as a special exception. This would require approval from the Board of Zoning Appeals and site plan approval from the Planning Commission. While the city cannot outright ban data centers, it seeks to control their location, development standards, and operational characteristics through zoning and related ordinances. The proposed changes have garnered mixed reactions from local residents. Jesse Dymond, owner of Coal Creek Coffee, expressed support, stating the regulations would prevent data centers from being built next to businesses or residential areas. He views it as a necessary precautionary measure, even if he believes a data center is unlikely to come to Rocky Top. Conversely, longtime barber George Robinson and his customer Doug Padgett feel the town is fine as it is and doesn't need new industrial growth. The ordinance, which passed its first reading on April 9, is scheduled for a final vote by the Rocky Top City Council on April 16.
