Data center debate spreads across greater Richmond region

The greater Richmond region in Virginia is grappling with a significant increase in data center developments, with 17 campuses in planning or development and five additional projects proposed across eight counties. This expansion, totaling at least 100 individual data centers, is driven in part by the AI boom and has sparked widespread public opposition from residents concerned about their impact.
Concerns frequently raised at county meetings and by local residents include the substantial water and electricity usage by data centers, their effect on rural landscapes, and potential air pollution from diesel backup generators. Dr. Damian Pitt, an Associate Professor at VCU, highlighted research indicating that emissions from data center testing and backup usage in Northern Virginia can be comparable to living near a natural gas power plant. Despite these concerns, supporters, including local officials and some industry professionals, point to the promise of significant tax revenue for counties, which can be used to fund local services or reduce housing costs, as Henrico County has done.
In response to the growing debate, Governor Abigail Spanberger signed an executive order and implemented several executive actions on September 18 to address data center concerns across the commonwealth. Additionally, some Virginia lawmakers are advocating for a statewide data center moratorium. While the discussions and calls for new guardrails continue, construction on already-approved projects proceeds, intensifying the localized and statewide debate.
