The decision comes amidst ongoing construction of Meta's $10 billion data center in Northeast El Paso, which has drawn significant criticism from community activists concerned about its potential negative environmental impacts.
Over the past six months, the city facilitated six community meetings, gathering over 2,300 public comments both in support and opposition to data centers, alongside 274 online survey responses and 162 draft comments. These public inputs were instrumental in shaping the new framework, which aims to set clear expectations for future hyper-scale data projects.
District 5 City Council Representative Ivan Nino emphasized the importance of this vote, stating that it ensures the council has a say in future developments by establishing specific zoning requirements and special permit conditions. This vetting process is intended to provide necessary protections before any company initiates a project in the region, addressing residents' concerns about the proliferation of data centers.
