St. Charles County leaders unanimously approved a six-month moratorium on large-scale data center developments to study their potential impacts on health, water access, energy bills, and quality of life. This decision follows the City of St. Charles, which previously enacted a yearlong moratorium that led to an outright ban. Council members and residents expressed a desire for a longer or permanent ban.

The St. Charles County Council unanimously approved a six-month moratorium on new large-scale data center developments or expansions. This temporary ban, which was met with applause, defines large-scale as developments exceeding 100,000 square feet or 5 megawatts of electrical demand. The measure aims to provide the county with time to assess the potential impacts of these facilities on residents' health, water access, energy costs, and general quality of life.

District 2 Councilman Joe Brazil unsuccessfully advocated for a longer, 12-month moratorium or even a permanent ban, citing concerns that six months would be insufficient. He questioned the legal limitations under Missouri law regarding the duration of such bans. Residents, including John Mangles and Kara Elms, publicly supported the moratorium, with Elms, who championed a similar ban in the City of St. Charles, emphasizing the need for transparency in the county's process.

This action by St. Charles County follows the precedent set by the City of St. Charles, which had previously enacted a yearlong moratorium that eventually led to a permanent prohibition on data center development in May. In addition to the data center decision, the County Council also simplified its senior property tax freeze program, eliminating the annual reapplication requirement for eligible residents.
