
Developer behind Westlake data center prepares for construction, state filings show
PowerHouse Data Centers has filed preliminary plans for an $83 million data center campus at Circle T Ranch in Westlake, along with auxiliary water and access-control buildings. The project faces a lawsuit from Keller-area homeowners and individuals, while construction remains subject to approvals and permits.
PowerHouse Data Centers filed plans with the Texas Department of Licensing and Regulation for its proposed Circle T Ranch DAL130 Campus in Westlake. The plans call for an approximately 224,000-square-foot data center, a $45 million auxiliary water building for a closed-loop cooling system and a $15 million access-control building. Construction could begin in December and finish in June 2027, though the company said the project remains in planning and review and that no construction can proceed without required approvals.
The Westlake Planning and Zoning Commission approved the project site plan in August, but the development agreement and city permits remain unresolved. The Lakes at Marshall Ridge Homeowners Association, two individuals and the city of Keller are pursuing a lawsuit against Westlake officials, citing the project’s proximity to homes as well as noise, light pollution and energy-use concerns. A Tarrant County judge recently dissolved a temporary restraining order, and another hearing is scheduled for Oct. 23 to determine whether the plaintiffs may continue the case.
