Tampa AI Data Center Moratorium Advances at City Council
The Tampa City Council directed staff to stop accepting and processing new AI data center applications while it considers a formal temporary moratorium. The council has not yet adopted the moratorium, but it plans to consider a resolution and hold public hearings as officials examine concerns about electricity demand, water use, noise and neighborhood impacts.
The Tampa City Council advanced a proposal by Council Chair Alan Clendenin to halt new AI data center applications within city limits. The council’s motion passed without opposition, directing staff to draft an ordinance and a resolution that would temporarily restrict development while Tampa considers amendments to its comprehensive plan, land development code and city code. A resolution is scheduled for consideration Nov. 5, followed by public hearings in December and January.
The proposed pause comes amid regional concern over data centers’ electricity and water demands, noise and effects on nearby neighborhoods. Hillsborough County and other Florida local governments are also considering or adopting restrictions, while industry representatives argue that data centers create jobs and tax revenue. Tampa has not yet enacted a moratorium, and its duration remains unspecified.
