Senator Bernie Sanders (I-VT), joined by Representative Alexandria Ocasio-Cortez (D-NY), has announced new federal legislation proposing a moratorium on the construction of new AI data centers. Sanders criticized a recent commission appointed by Donald Trump, stating it primarily consists of individuals poised to benefit financially from AI and robotics, such as Larry Ellison, Mark Zuckerberg, and Nvidia CEO Jensen Huang, notably lacking representation for workers, environmentalists, or consumers.
Sanders emphasized the widespread pushback already occurring across the country against the unchecked expansion of data centers, noting that over 100 localities and several states have enacted moratoriums or restrictions. He also highlighted that key figures within the AI industry, including Elon Musk, have previously called for a pause in AI development and advocated for government intervention to institute a moratorium if a voluntary pause was not implemented.
The proposed legislation seeks to provide critical time to understand the inherent risks of AI, safeguard working families, and protect democracy. Its provisions include requiring government review and approval of AI products before their release, ensuring that the economic gains from AI and robotics benefit ordinary Americans rather than just a select few industry billionaires. Furthermore, it aims to prevent AI data centers from increasing electricity or utility prices, harming communities, or damaging the environment.
An additional component of the bill is a ban on the export of AI chips to any country lacking robust protections, specifically mentioning China. Sanders stressed that a moratorium would afford necessary time to assess risks, protect families, defend democracy, and ensure technology serves all citizens.
