The village of Endicott, New York, is moving forward with a proposed 12-month moratorium on AI data centers. Mayor Nick Burlingame stated that the village attorney is currently drafting legislation to allow officials time to assess potential negative impacts, particularly concerning water and energy consumption, given the village's history of environmental pollution.

The village board is expected to vote on the moratorium proposal at its meeting on Monday, July 20. If approved, Mayor Burlingame plans to establish a committee comprising businesses, residents, and other interested parties to conduct due diligence and provide a report to the board by the end of the 12-month period. This review would inform future decisions on whether to amend village rules regarding data center development.

The initiative was triggered by the effortless establishment of a small data center on the Huron campus, which did not require zoning or board approval due to its existing use and self-contained system. While the state legislature recently passed its own one-year data center moratorium, Governor Hochul has yet to sign it. Endicott officials noted that the state's legislation only targets large data centers, whereas the village's proposed moratorium aims to temporarily restrict all data centers, recognizing that much of the village's industrial zoning could make it an attractive location for such facilities.
