Planning and zoning commission to review development company's South Franklin rezoning requests, hold data center study session
Kirksville's Planning and Zoning Commission will hold a meeting to review rezoning applications submitted by Arterra Development LLC for commercial development. Following this, a special study session will be held to discuss and establish land use standards and regulatory frameworks for data centers in the city.
The Kirksville Planning and Zoning Commission is scheduled to hold a regular meeting followed by a special study session at City Hall on Wednesday, August 12. During the regular meeting, the commission will conduct public hearings for three rezoning applications submitted by Matt Covington on behalf of Arterra Development LLC. These applications seek to rezone contiguous, vacant parcels along the 2000 and 2100 blocks of South Franklin Street from Planned Office District (OP-1) and Multifamily Residential District (R-3) to Extensive Business District (C-3) to facilitate future commercial development. City staff has recommended approving these rezoning requests, citing their alignment with existing commercial zoning and support for infill development.
Immediately following the regular session, the commission will convene a special study session focused on proposed zoning amendments and land use definitions pertaining specifically to data centers. This session is a direct result of a resolution passed by the city council on July 27, which mandated the commission to study and establish comprehensive land use standards and regulatory frameworks for technology infrastructure within the city of Kirksville.
