A rapid increase in proposed data center developments across central Pennsylvania has ignited concerns among local residents and lawmakers regarding the industry's swift expansion, environmental impact, and regulatory oversight. During a recent community discussion in Harrisburg, residents of Dauphin County questioned the speed at which projects, including one in Swatara Township, are progressing.
State Representative David Madsen (D-Harrisburg) attributes this accelerated growth, in part, to strong demand for internet and AI infrastructure, but also points to Pennsylvania's tax structure. The state offers a sales tax exemption on data center development equipment, providing a significant financial incentive for large tech companies. Madsen noted that tech firms have leveraged this to push aggressive development, making it difficult for municipalities to manage complex decisions related to energy consumption, water supply, and land use.
The New Pennsylvania Project organized the Harrisburg event to educate residents on these impacts and foster civic engagement. Organizer Kadida Kenner emphasized the importance of informed public participation in shaping policy decisions. To address the regulatory gap faced by local governments, House Bill 1834 has been introduced to establish statewide standards for data center regulation. The bill has successfully passed the Pennsylvania House and is currently awaiting consideration in the Senate, highlighting an ongoing legislative effort to manage data center expansion.
