The Memphis City Council placed a tentative data-center zoning ordinance on its consent agenda following a three-hour committee session. The ordinance combines elements of three or four proposals introduced by council members and remains subject to two additional readings before the full council.

Council members are separately debating whether to impose a moratorium on new data centers to allow more time for public input and to clarify the effects of the proposed regulations.
