
Hundreds of data centers to be audited, possibly added to state power grid

This directive aims to protect Texans from costs and impacts related to data center expansion, particularly regarding electricity, water use, noise, and light. Texas Governor Greg Abbott has issued a directive requiring an audit of 250 to 300 data center projects seeking to connect to the state's power grid. The Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) are tasked with completing this audit, which will gather information on data center ownership, funding, water and electricity sourcing, and efforts to mitigate community impacts such as noise and light.
This action comes after Governor Abbott's June 10 letter to the PUCT and ERCOT, urging them to safeguard residents from the financial burdens associated with data center expansion. Officials highlighted that current project requests from ERCOT exceed 474 GW, more than five times the state's highest recorded energy demand of 91 GW, set in July. UT law professor Randy Erben noted that while a governor's directive isn't legally binding, it typically carries significant weight due to the governor's appointment power over PUCT and ERCOT leadership.
David Spence, a UT professor of energy law, mentioned that the PUCT was already developing its own analysis methods for data centers, but concerns arose regarding the sheer number of projects and ERCOT's capacity to meet future power demands. Public sentiment has also turned sharply against data centers, especially those proposed in residential areas, citing increased environmental impact concerns and the effectiveness of companies' carbon emission reduction pledges. The audit is a direct response to these burgeoning public and grid-related pressures.
