PSC approves construction of Macon and Bullock County solar facility paid for by Meta

The Alabama Public Service Commission (PSC) has unanimously approved the construction of the Clearview Ranch Project, a 1,400-acre, 200-megawatt solar power and battery storage facility located in Macon and Bullock Counties. Alabama Power, the state’s largest utility, will be responsible for constructing, owning, and operating both the solar and battery storage components of the project.
Meta subsidiary Dotier, LLC is providing the financing for the solar facility and has committed to purchasing its entire output for a 20-year term. While not explicitly stated in official filings, it is widely anticipated that this energy will be utilized to power Meta's substantial $1.5 billion data center currently under development in Montgomery. Meta is supporting the project through Alabama Power’s Renewable Subscription Program, ensuring they cover their energy costs and that other utility customers are not affected by the project's expenses.
PSC President Cynthia Almond clarified that the commission's approval focused on whether the project met Renewable Generation Certificate criteria and demonstrated a positive economic impact for Alabama Power's customers, rather than evaluating its specific location or siting. PSC staff's review confirmed that the project would not negatively impact utility customers; in fact, customers are expected to benefit as Dotier bears all project costs.
Alabama Power estimates the Clearview Ranch project will contribute approximately $110 million in state and local tax revenue over two decades, with $56 million allocated to Bullock County and $27 million to Macon County. The facility aims for a commercial operation date of June 30, 2029, and is projected to create about 400 construction jobs.
