The El Paso City Council unanimously approved a "Data Center Policy Framework" on Monday, a document designed to guide the review of future data center proposals in the city. The framework, which was drafted following extensive public engagement including six community meetings and an online survey with over 800 participants, aims to foster a more transparent and accountable development process.
City Manager Dionne Mack stated that the framework establishes clear expectations for future hyperscale data center projects, while also strengthening environmental protections, accountability, and public participation. Key aspects of the policy include recommendations for enhanced transparency, requiring developers to disclose parent-company commitments, and measures to ensure infrastructure costs are borne by developers rather than utility ratepayers.
Residents had previously voiced concerns regarding water consumption, electricity demand, environmental impacts, utility costs, and land use associated with large-scale data center projects. The framework is intended to address these issues, providing a roadmap for the city to adapt its policies to protect residents, infrastructure, natural resources, and ratepayers as technology and community priorities evolve.
