Texas-based developer Cielo Digital Infrastructure had inquired about utility services for the project, planned for Marion Road and State Road 544-East. However, an interim city manager stated that no formal development agreements, applications, site plans, or zoning requests have yet been received for the project. Haines City officials have been petitioning the Southwest Florida Water Management District for increased water usage since 2022.

Community members like Jule Cortez have expressed concerns, questioning the wisdom of adding a high-water-use facility given existing local environmental strains. The city has added the data center's water request to its pending water use permit modification, which still requires state approval.
