Augusta, Georgia, commissioners have approved a comprehensive new ordinance to regulate data center development following months of public debate and previous delays. The 21-page ordinance establishes zoning, siting, development, and operational standards for data centers and other high-density computing facilities within the city, aiming to coordinate projects with surrounding land uses, infrastructure, utilities, and natural resources.
The vote proceeded despite opposition from some commissioners and community members who voiced concerns about potential unintended negative consequences for residents, urging a cautious approach to development. Commissioner Jordan Johnson specifically emphasized the need to prioritize the community's well-being alongside economic growth.
A key component of the new regulations is the expectation that developers engage in community benefits agreements with Augusta. These agreements are designed to foster local workforce development, educational partnerships, infrastructure improvements, opportunities for local contractors, and environmental stewardship efforts.
The approval follows a decision in July where commissioners unanimously declined an earlier version of the regulations, opting instead to extend the city
’s data center moratorium for an additional 60 days to allow for more public input and research into regulatory approaches used by other communities. Commissioner Don Clark stated the ordinance is intended to create safeguards for residents that currently do not exist, acknowledging that while not perfect, it is a necessary step for the city's future development.
