
Pa. power regulators again warn of data centers' risk to grid reliability
The Pennsylvania Public Utility Commission (PUC) and grid operator PJM Interconnection are raising concerns about future electric grid reliability, citing rapid data center development as a major factor in increasing demand. An independent study commissioned by the PUC found that projected data center demand could exceed Pennsylvania's current annual electricity demand by 2030, potentially leading to frequent loss-of-load events. Both the PUC and PJM are calling for comprehensive policy changes and actions to address this growing reliability risk and ensure sufficient resources are available.
The Pennsylvania Public Utility Commission (PUC) has once again issued a warning regarding the future reliability of the electric grid, attributing the growing concern to increasing demand, particularly from rapid data center development. The PUC released an independent analysis by Synapse Energy Economics, which projected that under a worst-case scenario, new data center demand across the PJM Interconnection service territory between 2029 and 2030 could surpass the entire annual electricity demand of Pennsylvania.
The study also indicated that, under a most likely scenario with no additional policy actions, the regional grid would fail to meet PJM's reliability planning standard from 2027 through 2030, with reliability risks nearly six times worse than the standard by 2030. These projections suggest a potential for more than 13 loss-of-load events annually starting in 2030, which, while not a prediction of specific outages, illustrates the significant risk if demand outpaces available resources.
PUC Chairman Steve DeFrank emphasized the need for a comprehensive approach involving policymakers, regulators, utilities, generators, and other stakeholders to evolve energy policies, encourage economic growth, and protect existing ratepayers and reliability. The PUC has already introduced a model for a large-load tariff targeting users requiring 50 megawatts or more of electricity.
PJM Interconnection, the largest grid operator in the U.S., concurred with the PUC's assessment, acknowledging that electricity demand, primarily from data centers, is outpacing the development of new generation, potentially compromising system reliability and increasing costs. PJM stated it has taken actions to both increase supply and manage demand, including streamlining permitting for new generation, establishing price caps and floors in capacity markets, and setting rules for data center development in line with a "Ratepayer Protection Pledge."
