Cecil Township officials are drafting an ordinance to regulate data center development, with formal adoption targeted for January 2027. The proposal would distinguish between major and minor facilities, establish zoning and setback requirements, and impose controls related to noise, light, pollution and power generation.

Cecil Township is developing a comprehensive data center ordinance after several public workshops. Township Solicitor Gretchen Moore said the draft distinguishes minor facilities from major data centers, requiring major projects to occupy at least 10 acres in designated industrial zoning and provide independent power generation to avoid increasing electricity costs for residents.

The draft also includes common standards for light, noise and pollution, along with a 500-foot setback from residential districts for major facilities. Supervisor Cindy Fisher and residents Nancy Loy Edmunds and Debra Lee called for revisions, including potentially larger setbacks and regular pollution and emissions reporting. Township officials plan to present the ordinance for public review in December and seek formal adoption in January 2027.
