
Plymouth Septic Loan Fund Spent $546,914 Since Last Fall as Precinct Chairs Review New $400,000 Request
Plymouth officials are reviewing a proposal for a one-year moratorium on data center development while the Planning Board drafts regulations for consideration in fall 2027. Officials said no data center projects are currently proposed in town, while residents raised concerns about cooling-water impacts.
Plymouth’s Article 16 would pause data center development from Oct. 17, 2026, through Oct. 16, 2027, giving the Planning Board time to draft regulations for a future Special Town Meeting. The proposal is scheduled to go before the Fall Town Meeting, and town officials said no data center projects are currently proposed in Plymouth.
During a Committee of Precinct Chairs review, Don Williams questioned whether zoning alone would address data center impacts, including the disposal of cooling water. Deputy Director of Planning and Development Michael Silveira said the Planning Board had revised the proposed definition so it would not automatically cover hospitals or other primary uses that require servers, and agreed to report back on the town’s regulatory work.
