Bradford County Pennsylvania adds land use regulations for data center construction

Bradford County, Pennsylvania, has unanimously approved amendments to its Subdivision and Land Development Ordinance (SALDO) to establish a regulatory framework for future data center construction. The decision, made earlier this month by all three county commissioners, follows significant input from local residents concerned about the environmental and quality-of-life impacts of such developments.

Sue Corie, a resident of Asylum Township where land is being eyed for a potential 400-acre data center site, expressed deep concern over the unknown effects on the environment, wildlife, and the rural landscape. She emphasized the need for more information and stronger protections to preserve the area's character.

The updated SALDO includes guidelines aimed at minimizing water and energy consumption, mitigating visual impacts, and controlling noise and light pollution for adjoining properties. While no formal data center applications have been submitted, Duane Naugle, director of community planning, grants and mapping for Bradford County, confirmed that two areas – a 200-acre site in Wysox Township and a 400-acre site in Asylum Township – are considered potentially suitable.

Bradford County Commissioner Daryl Miller acknowledged data centers as a form of economic development but stated his opposition to offering tax abatements, stressing the importance of fair treatment for existing citizens and tax revenue. The county's actions align with broader state efforts, as Pennsylvania Governor Josh Shapiro recently introduced developer accountability standards for data center construction, focusing on energy affordability, transparency, environmental protection, and workforce development.
