A recent report from the Bipartisan Policy Center, a DC-based think tank, highlights key considerations for data center development, many of which address these voter concerns. David R. Hill, Executive Vice President of the Bipartisan Policy Center Energy Program, discussed the report, noting that while building American computing capability is a bipartisan priority, there's also bipartisan and broad community concern. He emphasized the need for transparency and communication with local communities to address these impacts.
Hill addressed several issues, including the risk of data center growth pushing grid infrastructure costs onto households and the need for safeguards from utilities. He also discussed transitioning developers to cleaner and quieter backup alternatives, the realistic expectation of data centers acting as flexible assets that can dial back power during peak demand, and standards for water use efficiency. Regarding Central Florida, where developers are looking to establish new facilities, Hill acknowledged that adding large loads could challenge the Orlando Utilities Commission's commitment to net-zero emissions by 2050. He also noted that integrating data centers with on-site microgrids could enhance local grid resilience against severe weather if planned upfront. Hill concluded by stating that the issue is controversial due to bipartisan support for computing leadership coupled with widespread concerns about local impacts, making community trust and transparency vital for successful projects.
