Members of the Nashville Metro Council, including Courtney Johnston and Russ Bradford, are advocating for a temporary moratorium on new data center developments across Nashville and Davidson County, Tennessee. The proposed ordinance aims to pause all approvals, processing, and permits for data center projects until November 2026 or until new zoning bills take effect.

The core reason for the proposed ban is the current lack of a distinct "data center" definition in Metro's zoning codes. Data centers are presently classified under existing categories that fail to address the unique size, intensity, and impacts of modern facilities. The legislation highlights potential issues such as high electrical demand, backup generators, fuel storage, noise, lighting, stormwater concerns, and 24-hour operations.

Simultaneously, two related zoning bills introduced on June 2 seek to define data centers within the Metro code, categorize them by size and power usage, and set conditions and restrictions for their operation and location. The proposed moratorium specifically targets developments used for computer systems, servers, data storage, and related infrastructure.

In a related development in Middle Tennessee, Coffee County commissioners are also scheduled to discuss a one-year moratorium on data centers within their county.
